Bürokratie („Herrschaft der Verwaltung“) ist die Wahrnehmung von Verwaltungstätigkeiten im Rahmen festgelegter Kompetenzen innerhalb einer festen Hierarchie. Eine Übersteigerung der Bürokratie wird als „Bürokratismus“ bezeichnet: eine bürokratisch überzogene Handlungsorientierung, welche die Vorschrift über den Menschen stellt und ihn weitgehend als Objekt behandelt. Umgangssprachlich werden Bürokratie und Bürokratismus oft synonym verwandt.
